Charles Phillips (known in passing as Charlie) is the twin brother of Tiff Phillips, and the younger brother of Sabrina Phillips. Having been imprisoned for some unknown offence (the speculated crimes range from drug abuse to petty pilfering), Charlie is thus largely absent from his sisters' lives.
